How do you make a custom cheer card?

What size is a cheer card?
Every Cardbop card is the standard trading-card size, 2.5 by 3.5 inches — the same as the cheer cards you already collect, so it fits standard sleeves, toploaders, and binder pages. A Display Card comes sealed in its own display case.
